Abstract
As SUP distribution to community has begun and DAO is becoming fully operational, the ProtoDAO should be eliminated and its powers transferred to the DAO. This proposal delivers 3 outcomes:
- Switch: defines when the transfer will happen: at end of Season 1
- Test: suggests testing the DAO voting process before the switch
- SIP vote proposers: fine tunes the Constitution on who can propose a vote after the switch: anyone with +1% of votable tokens

Rationale
- Switch : Superfluid ProtoDAO was formed on this basis: ”As an interim step, a small and diverse group of stakeholders will advise the Foundation and form the core of the protocol’s governance until the DAO is fully operational”. SUP distribution to the community began with the launch of Season 1. By the end of Season 1 (c. May 18th) 4.75% of SUP is forecast to be distributed to an estimated 25,000 holders who will comprise the Superfluid DAO. End of Season 1 (beginning of Season 2) is an appropriate milestone to eliminate the ProtoDAO and switch voting powers to the DAO itself, resulting in the DAO becoming fully operational.
- Test : It would be prudent before this switch to test the DAO voting strategy on Snapshot. The SIP Community Bounty Pool which is to move to the voting stage now, presents a live opportunity for this test. The ProtoDAO whilst still in effect until it is eliminated at the end of Season 1, would allow current SUP holders (and their delegates) to vote for this proposal.
- SIP vote proposers : The Superfluid Constitution as it stands does not define a minimum criteria for who can propose a Snapshot vote when the DAO is operational. This proposal would add the following text to the Constitution Section 2 paragraph 2 “SIP call for voting” (the text to be added is highlighted here in CAPS).
SIP call for voting (lasting 7 days): The SIP is submitted for discussion on Discourse (or other designated discussion forum) with a link to voting for the SIP in Snapshot (or other designated voting system). Each SIP must be labeled as Constitutional or non-Constitutional. THE SUBMITTER IS REQUIRED TO HAVE AN ADDRESS THAT IS DELEGATED AT LEAST 1% OF VOTABLE TOKENS AT THE TIME OF THE SUBMISSION.

- ProtoDAO eliminated, DAO voting replaces ProtoDAO voting
